Chemical Registration Regulations


Latin American countries are on the move to enact modern chemical management regulations inspired by EU REACH, US TSCA and Canada CMP. Because membership in the OECD hinges on adoption of a national chemical inventory system, Chile, Colombia, and Peru have all enacted regulations since 2021.

Although each country's system is based on international models, each one is different and detailed enough to require a closer look to understand what a chemical manufacturer, importer, or distributor should know in order to guarantee market access for their products.



Decree 57/2021

Chile's chemical registration requirements are found in a major new decree that also adopts the GHS. The deadlines for registration are phased-in starting with industrial chemical substances in August of 2024.

Decree 1630/2021

Colombia's regulation requires registration of hazardous industrial substances as defined by the GHS. Unlike Chile, the Colombian system has been open for registration since 2022. All covered substances manufactured or imported into the country over the annual threshold need to be registered by May 2025.

Legislative Decree 1570/2023

Peru's regulation is the newest of the Latin American chemical management standards. It sets out the outlines of the new chemical registration system and obligations for manufacturers, importers, and distributors.
